PLAYING NOW: Prime Minister Julia Gillard explains why her government wants to price carbon and addresses claims she's misled the Australian public

FRIDAY: The Prime Minister is defending the government's decision to impose a carbon tax, even though she vowed during last year's election campaign that it would not happen.

Julia Gillard has negotiated a deal with the Greens for a carbon tax to start from July next year which is expected to increase household costs by an extra $300 a year.

Ms Gillard has told Neil Mitchell criticism that she'd misled the public is unfounded.

Senior producer Justin Smith gives his take on Neil Mitchell’s interview with the Julia Gillard:

Twice this morning I sat through the interview with Neil and the Prime Minister.

Once when we recorded it, and once when it went to air.

I have to say this – Julia Gillard was no more convincing the second time around.

Last year the PM told us there would be no carbon tax under any government of hers. Yesterday, with Greens’ leader Bob Brown guiding and watching, that all changed.

We’re getting it from mid-next year.

During the interview, she could not tell us if fuel would be more expensive at the pump, or who was going to be paying what.

There was very little she could tell us, except she believed climate change was real and it was man made. So get ready to pay for your sins.

Where we were left wondering is why she made the pre-election promise in the first place.

What does this Prime Minister believe in? And if she tells us, will it all change in a couple of months.

It’s a political reality that you have to change with the circumstances

The last time Neil and the PM spoke, there was plenty of heat. They accused each of being “patronising”. There were raised voices and wounded feelings.

This time was a bit calmer, but with no less ardor.

But all the passion in the world won’t erase the question mark over her credibility this week.

  • Of course Global warming exists, humans contribute almost a third of carbon emissions towards the atmosphere. People should stop concentrating on the fact of whether or not Julia Gillard lied to us and start concentrating on the fact that if these carbon emissions continue to rise there will be impacts environmentally, economically and socially. There is also the fact that other countries around the world have introduced plans like the carbon tax to combat climate change since the 70's.

Man has absolutely nothing to do with climate change.   • So lets ask ourselves. How much does man contribute to the earths annual carbon emmisions? Any takers? <4%. Less than four percent. Hmmm. Interesting. This is not the right move to combat climate change, we should be targeting man's degredation of the environment. I'm sure you readers can do the math but a growing population means a larger energy demand which demands an increase carbon production. Unless you suggest culling the global population carbon emissions will continue, that is unquestionable. Nature is the cause of the majority of carbon emmisions due to the degredation of plant material and algae, so unless u want to mess with nature carbon emmisions will be constant.

  • There is no clean energy for power generation et al to switch to hence no foundation for a tax. Emissions from power stations like those of volcanoes ultimately become nitrates sulphates to breath or sequester. The emissions from volcanoes 1 day equals 1 year from power stations. The PM and indeed APH have no plan to lower mass build up from either source. The Carbon cycle stalled CO2 building up to ultimately stop the sun heat reaching earth global cooling a reality. Seems to me the PM and APH are poorly advised.

  • I don't understand why this carbon tax issue is so difficult for the Labour Govt.
    We all have been paying an overinflated petrol excise which is continuing to increase, so why don't they simply use a portion of that windfall to cover the carbon tax rather than impose yet another tax.

  • To Tony who commented, it's a bit hard to say that all the money spent on the stimulus' packages was wasted as that helped Australia minimise the effects of the Global Financial Crisis, just look at how much better our economy did than many other countries. Just sayin'. And also, politicians lie to get ahead, I thought everyone would be used to it. But, personally, and go ahead and disagree with me, I think that people are making wayyy too big a deal out of the carbon tax. Yeah we may need to pay a little bit more, but everyone will adjust to it and hopefully it will help to minimise the impact of humans on the environment. Isn't the future of the Earth a little more important than people having to pay a bit more? Don't get me wrong, Julia Gillard shouldn't have lied but being in politics is a hard job and I would love to see all of you try and do a better job than her.

  • Juliar want to reduce our CO2 emissions by about 270 million tonnes by 2020.
    At the same time she is exporting some 900 million tonnes of CO2 contained in our coal exports.
    Australians will pay some $20 billion a year for 10 years and increase CO2 in earth's atmosphere by some 630 million tonnes.
    What a great way to wreck the planet and send Australia broke at the same time. I wonder what our high priced treasury officials have to say about this absurdity?

Obviously a vote today in the twenty first century for the australian parliament is not worth the piece of paper it's written on. I dont like her and I want her out....now. Every time you ask a succint and dedicated question, they classify it as symantics. It's obvioulsy a new tax - how much does the govt expect to reap from this. Is this why the gst wont go up. Any one who thinks they can control the weather by imposing a tax needs their head checked. Nature controls and adjusts itself. Carbon is the reason we're here and alive. What did the greens get out of this and why are we making decisions with the greens. If climate change is unduced by humans, then the first thing Julia can do is stop talking thru her back side, because quite frankly, there is a foul stench in the air. How may coal fired power stations were there when the dinosaurs roamed the planet. What did those poor animals do to bring on the climate change effect of the ice age. You know, the sad part for all of us is that, all I can do tomorrow and the day after and the week after and so on, is go to work and wait to get paid again so I can give it all back again to the govt and the utilities after I have already paid my taxes. Totally disgusted.

    Should the opposition fail to enter the negotiations and endorse the out-come then Australia will get a better more ethical result though a Greens negotiated process. Business will have only a marginal say in the result.
    Should the process fail before the next election and Liberals are returned, their abatement scheme seemingly will come directly from individuals pockets since they tend to prefer reduced business tax s and inputs at the expense of people.
    The debate is not about wether or not to do something, but instead what thing will we do.

  • isnt the point of a carbon tax to offset the carbon produced? my understanding (please correct me if im wrong) is that the money raised with the carbon tax is going to be used by the government to aid people in housing costs (thats already being done by centrelink, isnt it?). but shouldnt it be used to offset the carbon dioxide being produced - i.e. a carbon tax for a car to offset the cars CO2 emissions should be used to plant trees or invest in sustainable energy, to ACTUALLY offset the CO2 emissions - so how is it that gillard supposes to help with climate change if she isnt putting the money into CO2 emission reductions?

  • Instead of Julia punishing us with this ridiculous tax, why doesn't she develop ideas much the same as the target 155 water strategy which gave consumers the opportunity to reduce their water usage and worked well in Victoria.....and maybe encourage people to reduce their power usage per quarter ie say target 50% Kilowatt reduction and if you don't then you penalised a carbon tax on your bill....If she gives people a choice rather than enforce another tax that she lied about, I'm sure it would be more acceptable to the populace.   • I run an accommodation business. Putting a carbon tax on us all is not going to help my customers. They will continue to leave all the lights running, the heaters set to 30 degrees in winter and the aircon set to 20 in summer. They do not care about how much power/energy they use. After all they are "paying for it" (they are not). All what it will do is put my costs up and then in turn increase my room rates.

  • Thanks Neil for the interview and history clearly shows that the ALP doesn't know when to say sorry or offer an apology for getting it wrong and to be truthful with its supporters or voters.

    Do we really think that the Prime Minister is in the job to address our concerns??? It's all part of the ALP's agenda and the Federal Government to which Julia Gillard is its leader are more interested in addressing their party's platform than governing for all.

    Julia Gillard should remember that she and her team are only supported by the Independents. Leaving out the Greens MHR, the support for the government could change at anytime.

    We know that the Prime Minister said that it's a tax. Julia Gillard thinks that all Australians are in a class-room and her being the teacher.

    What we need to engage in is a debate on Motor Vehicle emissions.
    The teacher doesn't like criticism or perhaps being side-tracked but the government is about inflicting as much pain on the Australian community.

    The PM says that electricity is going up. Therefore to 3AW, I pose this question. Does the Australian Constitution contain any provision for the Federal Government to implement a National Price Control system?

    Now she's done an about face and states there will be a carbon tax.
    However she further insults us by not advising the cost of the tax, what products will be affected, who will have to pay the tax and how much we will need to pay for this tax.

  • Lies and more lies. Is she trying to bring home carbon tax now because of the floods, cyclone and now earthwakes. She is playing on the fear and dispair we are currently feeling.

    Climate change has a lot of factors, one big one that I was told more than forty years ago was that as the worlds orbit gets closer to the sun, we will be effected by floods, heat etc. Yes we are now in a more throw away living society. But a carbon tax? So are they going to tax us for breathing and farting as well.

    Councils stoped people putting water intanks, and building dams, but govenment didn't do any thing to clear, improve or build new waters ways and storages. Thus when it rained water ran off and flooded roads & etc who is to blame govenments or world carbon emmissions.

    Once govenments put in a tax it never get taken out eg petrol tax, but they alter the figures continually to boost their own coppers.

    Shame on Julia for her lies and the weakness of the labour party for not thinking things through. Give actual facts and figures, give people a change to have their say before actually bringing new taxes that we don't need and can't afford.

How does this reduce the carbon usage when we have no alternatives to electricity production, household gas and petrol/LPG for transport? If you were real and invested the money raised into developing nuclear energy for Australia this would then reduce our coal fired production and we could also then move towards electric cars for transport in cities.     Without that key bit of information it is impossible for taxpayers judge if it is worth it or not.

    Why are you appeasing the Greens at the expense of ordinary Australians??
