UPDATE: The Opposition says Labor and the Greens have effectively formed a Coalition.

The Greens have formally pledged their support for Labor to form the next federal government with the Prime Minister agreeing to a series of demands.

But Labor still requires the support of the three independents to form government.

Opposition leader Tony Abbott says Labor should have been more upfront before the election.

EARLIER: Queensland MP Bob Katter is at odds with his fellow independents about the importance of the preference vote count.

Labor and the Coalition claim that whoever has the largest two-party count has a mandate to form the next federal government.

But Tony Windsor and Rob Oakeshott believe the count is just a distraction and the party that can offer "stable" government will win their support.

Mr Katter says the preference vote can't be discounted.

Meanwhile, the Greens - as expected when Bandt let the cat out of the bag the day after the election - have sided with Labor in the hopes of forming a minority government.

Adam Badt has signed an agreement with Prime Minister Julia Gillard in her Parliament House office this morning.

They were joined by Deputy Prime Minister Wayne Swan, Greens leader Bob Brown and his deputy Christine Milne.

Senator Brown says the agreement is aimed at providing stability in government.

The lead again goes back to Labor in 2-party preferred UPDATE: Labor has regained a slender lead in the national two-party preferred vote, one of the key elements Prime Minister Julia Gillard has relied on to argue her party has the better right to form a minority government. • God help us if the Labor & Greens get into Government. I do not trust either of these parties. What with all the disastrous bungles that Labor has done costing us taxpayers millions & millions of wasted money, Insulation DEATHS, House Fires, plus++ Then the Greens if only the area where all the fires on Black Saturday were allowed to burn the fuel deduction around their properties, maybe more houses & lives could have been saved, but the Greens & Local Council were against fuel deduction.
