DAVID ROOD, THE AGE: ONE in two Melburnians don't feel safe in their street at night, according to a city-wide crime survey that failed the Brumby government on law and order just three weeks from the state election.
More than 6500 Victorians responded to the survey that also found 89 per cent of people do not feel safe on public transport at night.
Asked to score ''state government initiatives to uphold law and order'', just over four in 10 of the survey respondents answered ''disappointing'' - the lowest rating on the scale.
The Brumby government and state opposition have been engaged in an election year bidding war over which party can be tougher on crime, with both parties pledging hundreds more police and wholesale changes to suspended sentences.
The law and order focus is reflected in the survey - conducted in October by 3AW radio and research company Chandler - with 88 per cent of respondents saying violence had increased over the past five years.
The same number reported they did not feel safe in the CBD at night.
Tougher sentencing, greater police presence and zero tolerance on gangs were the three most important law and order issues that needed attention, according to the mail survey.
It also revealed 55 per cent of respondents believe violence was racially motivated.
A series of attacks on Indian students has created diplomatic tension, with some universities labelling the assaults a key factor in falling numbers of international students studying in Victoria.
More than 6300 people responded to the survey, which was mailed to 65,527 homes. The survey was sent to addresses from 307 postcodes and 70 per cent of the responses were received by mail.
Asked whether his government was on top of law and order issues, Mr Brumby said Labor was turning around alcohol-fuelled violence with extra police and tougher search powers.
''You can employ more police, you can give them tougher powers you can drive crime down,'' he said yesterday.
But Opposition Leader Ted Baillieu accused the government of playing catch-up with Coalition policies on crime, saying violent assaults had increased in recent years.
The most recent Victoria police crime data showed a 3.8 per cent drop in the overall crime rate in the past year, with a 14 per cent drop in CBD street assaults over the same period. The overall assault rate increased marginally.
The crime survey data was collected until the first official day of election campaigning on November 3 and also found 14 per cent of people have considered moving because of crime.
The research was completed for 3AW radio presenter Neil Mitchell, who said the results showed public perceptions about the dangers of crime were very real.
Crime jitters

I would like to see the removal of the CPI indexation on motor vehicle registration, reintrodcution of 10% threshold for speed camera fines and increase speed limit from 100 to 110kmh on the highways as they are in other states. What are your thoughts?

NSW Police seeking to water down the 'right to silence' provisions in NSW? DREAM ON BOYS~! You have enough powers now. If you can't deal with crims with current legislation, find another job. You're obviously out of your depth~! We have enough problems with a POLICE STATE mentality now & corrupt Police, without giving you more powers~!

Watching the debate on Wed night it sickens me to hear Brumby say again, as they did before the last election, the issue of public safety is a perception not a reality. Tell that to the families who have lost loved ones.......

Of course the government is responsible for 'law and order',a system devised to keep members of the public safe in public places. This government is simply arrogant in it's neglect to provide this. It has wasted so much of OUR money and does not even feel the need to justify the waste. In the past 11 years, this state has been reduced to deplorable conditions.
