One of Victoria’s former Chief Magistrates says the state’s “tough on crime” approach is failing.

Incarceration rates have hit record levels, with data revealing taxpayers were spending, on average, more than $130,000 a year for each prisoner.

Ian Gray told Neil Mitchell rehabilitation was key.
