Tom Elliott noticed a significant change in rhetoric from Daniel Andrews on Wednesday.

And he says it’s important, given his previous commitment to “COVID zero” in Victoria.

“To date, it’s all been about case numbers – how many daily cases, how many were infectious in the community, how many isolating, how many mystery – all that stuff which we are all completely familiar with now,” he said.

“This time around, though, it was all about vaccination.”
