The government’s business case for the rail link to Melbourne Airport has been released, with opinion divided over whether or not the train should arrive at an above-ground station.

Daniel Bowen, Spokesperson for the Public Transport Users Association, said he didn’t mind, as long as it was built.

“Ultimately, whether it is above or below, it has to be convenient for passengers,” he said.
