There are reports thousands of children who have autism or developmental delay are receiving support from the National Disability Insurance Scheme (NDIS) despite not being eligible due to a failure by public servants to reassess their case.

Emeritus professor of public policy and the social economy at RMIT University, Dr David Hayward says there was a major problem with the way the NDIS was originally designed.

“It was pretty loosely designed, and was constructed with rose-coloured glasses … what we’ve got is an out of control program for spending and participant,” he told Ross and Russel.
