A former member of the Victorian upper house says she supports discussion of legalising cannabis after leaks revealed the Labor party are contemplating the policy.

Fiona Patten says most Victorians don’t think it should be a criminal offence.

“We spend billions in dollars enforcing this law, but we are completely ineffective in doing that, we really just hand it over to criminals,” she told  Tom Elliott.
