Victoria has the worst unemployment rate in the country at 5.1 per cent, with youth unemployment sitting even higher at 13.2 per cent.

Victorian Chamber of Commerce and Industry chief executive Sally Curtain told 3AW Breakfast hosts Ross Stevenson and Russel Howcroft legislation like the right to work from home do not help.
