A man has been captured on camera screaming threats at the scene of the Bourke Street rampage.

The man went on his rant early on Monday morning, threatening to shoot, hang and kill people.

Jarod witnessed the situation unfold and said it was extremely unsettling.

‘We were literally metres from the memorial there,’ he explained on 3AW.

‘People were very concerned.

‘It was pretty intimidating.’

Jarod said the man had a big bag with him.

Police were contacted and briefly spoke with the man before leaving.

They’ve since released the following statement, explaining their actions.

‘Police on patrol were flagged down on Elizabeth Street, near the corner of Bourke Street, about 7.45am this morning following reports of a man making threats.

‘Officers spoke to the man briefly from their vehicle and directed him to wait at the scene as they were in moving traffic and unable to park.

‘When the officers returned to the scene the man had disappeared and a patrol of the area was conducted to no avail.

‘A witness said the man had fled and possibly boarded a tram on Bourke Street.

‘Investigators wish to speak with the unidentified man who may be able to assist with their enquiries.

‘Anyone with information is urged to contact crime Stoppers on 1800 333 000.’

Neil Mitchell said more action needed to be taken.

‘This city is fragile,’ the 3AW Mornings host said.

‘This is the very scene of the killings.

‘There’s no doubt he was probably disturbed, rather than really dangerous, but ordinary law-obiding people deserve to be protected from that, particularly in this environment.’
