They’ve been told the victim, a 27-year-old man, went to pay for a parking ticket near the intersection of Flinders Street and Spring Street just after 6am.
He was then approached by a group of 10-12 youths, who police said were of African appearance.
They demanded his wallet, mobile phone and car keys.
The victim handed them over, however, was assaulted when he refused to tell the group where he’d parked his car.
The group then fled towards Treasury Gardens.
Thomas told Tony Jones one of his employees was due to start work 6am when he witnessed another man being set upon by the group.
“The fella had already parked and was going to the meter to get his ticket,” Thomas said.
“About 10 lads jumped him and kicked into him.
