Circumstances around 15-year-old on bail 50 times likely to be ‘complex’

A former member of the youth parole board has told Tom Elliott the circumstances around a 15-year-old repeat offender are likely to be complex after a magistrate allowed the youth out with no restrictions.
CEO of the Centre for Multicultural Youth Carmel Guerra says the decision to allow the teenager out isn’t a sign the system has failed.
“This is the most extreme and unusual case that I know of … I think that it probably requires a nuanced response which is probably what our correctional system doesn’t have,” she said.
