Do electric bikes need their own set of rules?

This fellow was filmed in the Burnley tunnel yesterday.

Bikes aren’t allowed, but should they be?

Tony Jones told Neil he noticed traffic backing up in the left-hand lane last night.

“It was almost at a standstill and I couldn’t work out why until we got beyond the dip,” TJ said.

“And then I noticed this idiot, on a bicycle or at least I thought it was a bicycle.

“It was absolutely ridiculous.”
