Experts concerned lack of tobacco legal framework is boosting black market

There are concerns the lack of a legal framework for retail tobacco and vape sales in Victoria is helping the black market.

The chief executive officer of the Australian Association of Convenience Stores, Theo Foukkare, says Victoria stands alone as the only state without the framework after Queensland introduced a proposal for tobacco licences.

Ultimately, they have no idea who’s selling the product, so it’s open slather which is part of the reason why we have such an explosion of availability in Victoria of both illicit tobacco and illegal vaping products,” Mr Foukkare told Neil Mitchell.
