The police car was rammed by a Holden Commodore, which had no number plates, in Carrum Downs at around 11:30pm last night.
The five men, aged 19, 27, 34, 23 and 18 were subsequently arrested in Main Ridge, with all but the 19-year-old released pending further enquiries.
Several tools and balaclavas were found inside the vehicle after the late night chase.
