New figures by the Australian Crime Intelligence Commission have revealed Melbourne is the heroin capital of Australia.
Former manager of Frankston methadone clinic, Nadia Siciliano, says heroin is more accessible and affordable for people to try.
“You have the safe injecting rooms, you have dealers that are sitting outside that will deal to the client,” she told Tom Elliott.
