The mayor of Frankston says he’s trying to work out how warnings about Wednesday’s storm did not reach a rookie surfer and his friend.

The two men died after the friend jumped in to save the surfer after his board broke.

Frankston City Council mayor Kris Bolam says it was not a great day to be out on the water.

“It was very clear yesterday that were catastrophic extreme wind in occurrence … we’re trying to work out how the poor fellow found himself in the water,” he told Jacqui Felgate on 3AW Drive.
