Earlier this week on 3AW, Daniel Andrews hinted the desalination plant could be put into use.

But Neil Mitchell thinks things are already that bad, why aren’t we already on restrictions?

Environment Victoria’s Nick Roberts said Victorians responded well when given a target of keeping usage under 155 litres per person per day.

‘Target 155 was a great initiative, Melburnians embraced it,’ Mr Roberts said.

‘We’ve been talking about Target 100.’
