The Victorian Electoral Commission has referred its investigation on the political donation scandal involving Matthew Guy and his former chief of staff to IBAC.

The commission has spent three months investigating whether laws were breached when Mitch Catlin asked a wealthy donor to pay $100,000 to his private business.

In a statement, electoral commissioner Warwick Gately said it had exhausted attempts to fully investigate.

“Despite public statements to the contrary, the VEC has not received full cooperation from those connected to its investigation,” he said.
