The head of the Australian Energy Market Operator says a national plan is needed to avoid gas shortages and blackouts in the near future.

A report warns shortfalls can be expected from 2021 in Victoria, as the state energy minister calls for cuts to gas exports.

Australian Energy Market Operator CEO, Mike Cleary, told Neil Mitchell roughly 70 per cent of the gas produced here is exported.

He said production needs to be stepped up.
