A prominent QC has welcomed changes to the government’s pandemic legislation, but says it still “falls short” on two key issues.

Paul Hayes QC was part of a group of legal identities who penned a letter to government expressing concern about the initial bill.

He said the disallowance provision and detention powers still made him uncomfortable.

“That’s problematic,” he said.
