Police have been told the man was first spotted in a foyer at Crown following reports of a small fire in the toilets in the reception area just before 12.30pm.
The small fire was extinguished and the man was seen heading towards Clarendon Street.
Soon after, emergency services were called to a Southbank Promenade restaurant, where a suspected Molotov cocktail had been thrown through the window.
