Melbourne is commonly known for its eclectic culture, with graffiti and murals commonplace in the CBD and throughout the city’s suburbs.

University of Melbourne research fellow Dr Sabina Andron told 3AW Mornings host Tom Elliott there were conflicting opinions about graffiti which made a blanket legal structure difficult to enforce.

“We call it vandalism because it is damage to private property … At the same time it also creates an urban culture which this city celebrates,” she said.
