Queens Bridge Street is closed to north-bound vehicles and pedestrians between Flinders Street to Power Street.
Flinders St was closed between William St and Queen St but reopened about 6.15am.
Police say traffic is likely to build up during the peak period.
The Route 58 tram remains impacted.
“People should plan their trip and avoid that area,” Detective Inspector Wayne Newman said.
