Uber is rejecting claims regulating ride-sharing in Victoria is a complex issue.

Today one of its drivers successfully appealed against his conviction, for operating a commercial passenger vehicle without a licence.

Transport Minister Jacinta Allen says the state government needs time to consider the decision which highlights the complexity of the issue .
