Premier Daniel Andrews has unveiled Victoria’s roadmap out of COVID-19 restrictions.

All rule easing will be linked to vaccination rates, with the exemption of a return to on-site learning at schools.

Separate rules will remain in metropolitan Melbourne and regional Victoria until the 80 per cent of people aged 16+ are fully vaccinated.

MELBOURNE ROADMAP

When 80% of Victorians 16+ have received their first vaccine dose (expected September 26):

  • Basketball, golf, tennis, cricket and other outdoor recreation permitted with same limits as picnics
  • Personal training allowed for up to five fully-vaccinated people

Schools reopen (planned for October 5):

  • Students can return to sit GAT on October 5
  • From October 6, on-site learning returns for VCE Units 2/4 and final year VCAL and IB students
  • From October 18, prep students return three days a week, years 1 and 2 students return 2 days a week

When 70% Victorians 16+ are fully vaccinated (expected October 26):

  • Reasons to leave home and curfew no longer apply
  • 10 fully-vaccinated people can gather outdoors, community sport training returns
  • Pubs, clubs and entertainment venues can open for 50 fully-vaccinated people outdoors
  • Weddings and funerals allowed for up to 50 fully-vaccinated people outdoors
  • All school students return on-site at least part time
  • Hairdressing and personal care reopens for up to five fully-vaccinated people

When 80% of Victorians aged 16+ are fully vaccinated (expected November 5):

  • Regional and metro rules align at this step
  • Up to 10 people (including dependents) can gather at your home
  • Up to 150 fully vaccinated people can dine indoors and up to 30 can gather in public outdoors
  • Indoor community sport open for minimum number required
  • Masks only needed indoors
  • Pubs, restaurants and cafes open for seated service only, up to 150 fully vaccinated people inside and 500 outside
  • Work from home if you can but you can go to work if fully vaccinated
  • Hairdressing, beauty and personal care open for fully-vaccinaed people
  • All retail open
  • Early childhood education and care open.
  • All students return to school with safety measures in place
  • Weddings, funerals and religious services return with 150 fully vaccinated people indoors and 500 outdoors.

When 80% of Victorians aged 12+ are fully vaccinated (expected November 19):

  • Same rules for regional and metro rules at this step
  • By December 25, 30 visitors in the home.

REGIONAL VICTORIA ROADMAP

When 80% of Victorians 16+ have received their first vaccine dose (expected September 26):

  • Beauty services – masks can be removed for entire booking at hairdressers and other beauty services.
  • Final year VCAL students return to on-site learning

Changes to school openings (expected October 5):

  • Further advice on returning to onsite learning for remaining year levels will be provided on September 30.

When 70% Victorians 16+ are fully vaccinated (expected October 26):

  • Community sport returns indoors for minimum number required
  • Pubs, clubs and entertainment venues reopen indoors to 30 fully-vaccinated people.
  • All school students return onsite at least part time.
  • Funerals and weddings allowed for 30 fully vaccinated people indoors and 100 fully vaccinated people outdoors.
