When does a costume become offensive?

Are there certain no go zones when it comes to dressing up in costume? Apparently so.

One of Tom Elliott’s friends recently went to a costume shop and was shocked when told he could not hire the native American costume in the rack because it would be cultural insensitive.

Tom Elliott struggled to see the problem.
