The owner of Black Velvet Coffee in the CBD, Jacqui Silverman, has pleaded with the City of Melbourne not to go ahead with proposed carpark changes in the city.

The council are considering introducing paid parking on Sundays, which is currently free, and extending meter parking past 8:30pm from Monday to Saturday.

“Now is not the time,” Ms Silverman told Neil Mitchell.
