Why it’s time to ditch Melbourne’s free tram zone

There are calls for Melbourne to ditch the free tram zone in the CBD.

And it comes from the Public Transport Users Association, of all places.

Daniel Bowen told Tom Elliott paying customers had been “crowded out” by non-paying passengers who only travel one or two stops.
