Year 13 and no landfill: The ideas proposed in COVID recovery ‘playbook’
An action plan to help rebuild Victoria after the COVID-19 pandemic has put forward 189 ideas.
The plan is the result of a summit featuring dozens of leaders in the business, education, environment and social sectors, which was the brainchild of the Victorian Chamber of Commerce and Industry.
Among the ideas proposed is a call for the creation of a Year 13 of school, significant tax reform, a culture of paid internships, cheaper tertiary education and the elimination of landfill waste by 2035.
Chief Executive Paul Guerra told Neil Mitchell many of the proposals would be seen as controversial by some.
“The tension is good,” he said.
“As we know, tension and pressure creates diamonds.
“Let’s not pretend these problems don’t exist – they do – let’s find a way, with vigour, to resolve some of these issues.”

Vice-chancellor of Swinburne University of Technology, Pascale Quester, says the “playbook” is the result of an estimated 10,000 hours of work.
She says the process of leaving school, going to university or TAFE and then entering the workforce won’t be the same in the future.
“The boundaries are going to be much more fuzzy,” Ms Quester said.
